As border industries continue to expand, the demand for a skilled workforce is rising. To meet this need, the Mesilla Valley Economic Development Alliance (MVEDA) has partnered with the New Mexico Economic Development Department to launch AutomateUp+, an innovative certification program designed to upskill workers and support businesses in the region.
This groundbreaking initiative, developed in collaboration with local community colleges and industry associations, has already created 159 certifications, most of which are micro-certifications. These streamlined credentials focus on specific skills or expertise, enabling participants to gain qualifications quickly and effectively.
Meeting Industry-Specific Needs in the New Mexico Borderplex
The certifications address critical workforce gaps in industries such as advanced manufacturing, automation, aerospace, and food sciences. By covering 100% of upskilling costs, AutomateUp+ removes financial barriers for individuals and businesses, ensuring the local workforce is prepared for emerging opportunities.
“This program directly responds to industry needs,” explained MVEDA Director Davin Lopez in an interview with *Albuquerque Business First*. Lopez noted a shift in industrial expansion strategies: while industries once gravitated toward labor-dense areas, they now prioritize infrastructure availability, such as the Santa Teresa Port. This shift increases pressure on local communities to supply skilled labor, making workforce readiness essential to attracting investment.
Pilot Program Success and Expansion
The initial AutomateUp+ pilot program, which concluded in July, saw 69 workers earn certifications. Thanks to its success, the program is set to expand in 2024 with a fourfold budget increase. Funding commitments include $100,000 over two years from the City of Las Cruces, $25,000 from the El Paso Electric Charitable Foundation, and a renewed $25,000 investment from the state.
According to MVEDA Business Development Director JessicaLyn Robles, the program initially focused on advanced manufacturing but will now broaden its reach. “With additional funding, we can support more candidates with certification opportunities across multiple industries,” Robles shared. “This ensures our region remains competitive by fostering a skilled and ready workforce.”

With an average cost of $395 per certification—fully covered by the program—this model is accessible and industry-aligned.
